The Architect's Council Perk is unlocked upon reaching level 13 and enables you to build buildings from the level 2 castle center upgrade.
The build options from the next castle center upgrade are already unlocked. This means you have more building options to choose from early in the game.
At the start of the game, unlocks all buildings that are only buildable when you have a level 2 castle center.
